Security Fix for MUPFC

Purpose: In order to additionally secure MUPFC (V: Drive servers), we shutdown FTP based access. This was initially done externally as we were receiving little legitimate traffic and large amounts of hacking attempts. The additional step was taken to totally deprecate the FTP services. With the external block, a VPN was required, which gives access to the standard file share.

Impact: Very little impact. Web services are still available, but owner access to update has changed to a share from FTP.

Affected: Minimal. Only the handful of FTP users will need to change workflow.
